PROJECT OBJECTIVE
|
The project aims to promote the social inclusion of 15 683 disadvantaged unemployed people, including long-term unemployed people, and facilitating them to find a regular work.

PROJECT ACTIVITIES
|
Within the project, the target groups of unemployed will be involved in:
- measures for certain groups of persons (hereinafter – MCGP), which includes the State Employment Agency (hereinafter - SEA) and employers throughout Latvian in the cooperation for subsidized job creation. MCGP additional support within a specific form of services: occupational therapy, sign language interpreting, support staff services (for unemployed people with mental disabilities), workplace adjustment in line with the occupational therapist’s statement, is received by the unemployed with disabilities. Employers during the MCGP implementation can receive financial compensation for employing target groups of unemployed persons, as well as consultation for employing unemployed disabled workers;
- for improving the target group’s access to MCGP, the support for regional mobility (hereinafter – the Mobility measure) will be implemented, which includes financial compensation for compensating the transport costs from the actual place of residence to the workplace, and residence costs (if renting a room or living in dormitories) of the target group participant for the first four months of labour relations (including transport costs for traveling from the place of residence to the workplace and back once per month).
- individual psychologist counseling that promote personal self-confidence and increase motivation to integrate into the labor market;
- the unemployed with disabilities of expected disabilities, by making recommendation for jobs suitable to the unemployed, as well as the associated active employment measure in accordance to the health of the unemployed. Determination of professional suitability will be implemented in cooperation with the collaboration partners of the project implementer – the Social Integration State Agency;
- motivation program for job seeking which includes motivating measures, support and consultations for solving individual social problems, and mentor services to help the unemployed after completing the motivation program to settle in a permanent workplace and by providing psychological support;
- support measures, including the Minnesota 12 step program, the emotional stress therapy (coding) and the receipt of a narcologist’s opinion on the unemployed person’s addiction problems.

Paid temporary public work for persons wishing to gain and retain work skills, who do not receive unemployment benefit;

Development of work skills for persons aged 18 to 29 and/or studying in higher education programme full time

participation in the measure for lessening impact of restrictions for limiting spread of Covid-19 on Unemployed Representing Disadvantaged Groups for persons who have not been employed by the employer participating in the measure within the last two months before participation in the measure.

PROJECT TARGET GROUPS
|
The target group is disadvantaged unemployed persons (hereinafter - the unemployed persons of the target group):
- a person with disabilities;
- a person who has been unemployed for at least 12 months;
- a person who is an adult with one or more dependents or a person who is older than 55 years and has been unemployed for at least 12 months;
- a person who is older than 55;
- a person who, according to the narcologist’s opinion have addiction to alcohol, drugs or psychotropic substances or behavioral disorders;
- a person who might have addiction to alcohol, drugs or psychotropic substances or behavioral disorders but it has not been approved by a narcologist’s opinion.
- a person wishing to gain and retain work skills, who does not receive unemployment benefit and has been registered as unemployed for at least 6 months, or has been registere as unemployed for less than 6 months, but has been out of work for at least 12 months (has not been considered employed or self-employed in acordance with the law "On state social insurance")

a person aged 18 to 29

a person aged 18 to 29 that is studying in higher education programme full time

a person, who has not been employed by the employer participating in the measure for lessening impact of restrictions for limiting spread of Covid-19 on Unemployed Representing Disadvantaged Groups within the last two months before participation in the measure.

FUNDING
|
The total eligible project costs are 82 770 302 EUR:
- ESF funding 68 087 520 EUR;
- State budget funding 3 449 668 EUR;
- Private eligible funding 11 233 114 EUR.
|
EXPECTED RESULTS
|
Outcome indicator:
The project involved 15 683 unemployed people, including long-term unemployed, until 2018 the project will involve 2718 unemployed, including also long-term unemployed.
