The State Employment Agency (hereinafter – SEA), in cooperation with natural and legal persons, organises the creation of subsidised jobs for unemployed persons of the target group on the basis of the principle of equal rights.

Purpose of the measure:

The purpose of the active employment measure “Measures for Disadvantaged Groups of People” (hereinafter – Measure) is to employ disadvantaged unemployed people in state-funded jobs to help them understand the requirements of the labour market, to facilitate their integration into society and their placement in a permanent job. The measure is implemented under the ESF+ project “Measures for Inclusive Employment”.

The SEA will involve customers who have been granted the status of an unemployed person and have not been able to find a job with the support of the SEA or independently, and who meet at least one of the following criteria:

  • Persons with disabilities;
  • Persons aged 55 and over, who have more than 2 years left until their old-age pension;
  • Persons who have been unemployed for at least 12 months;
  • Persons with refugee or alternative status;
  • Persons who have not more than two years remaining before their old-age pension;
  • Persons aged up to 29 years (inclusive) who have completed a special education programme;
  • Persons aged up to 29 years (inclusive) who have been released from a custodial institution or are probationers.

Customers involved in the measure are employed for 6 or 12 months.

  • For each customer, the employer provides a qualified supervisor who helps the customer to acquire the basic skills and competences needed for the job. For customers with a functional type of disability such as mental disorder, a job supervisor is provided for six months from the date of the customer’s participation in the measure.
  • Customers with mental disabilities have the possibility to receive support to, for example, integrate into the workplace (participation in discussions with the employer, support in learning and performing the tasks specified by the supervisor, communication and interaction with the employer, supervisor and colleagues, psychological and motivational support), comply with the rules of the workplace and work duties. The support person provides the service to customers with mental disabilities for 12 months.
  • The SEA compensates the customers for the costs of health check-ups provided for in the laws and regulations on the procedure for compulsory health check-ups, if they are carried out before the start of employment relationship, but not more than EUR 50. The reimbursement must be requested within 10 working days after the health check-up by submitting an application to the Branch.

How does a customer join the Measure?

  • Read the conditions for the implementation of the Measure;
  • Inform your employment agent at the branch where you are registered about the occupation in which you wish to work during the Measure;
  • The employee of the Agency will assess your eligibility for the Measure and, if eligible, will include you in the selection of candidates for the Measure and inform you about the need to go for a job interview with the employer;
  • You have the right to make your own arrangements with your employer to establish an employment relationship within the framework of the Measure. In this case, the employer submits to the Agency an Application for the implementation of the Measure or a mutually agreed application for a planned employment relationship.
  • Before your participation in the Measure, you will be provided with information about the Measure, which will inform you about the rights and obligations of the unemployed person and the employer during the implementation of the Measure.
  • You are entitled to compensation of up to EUR 50.00 for the health check-ups provided for in the laws and regulations on the procedure for compulsory health check-ups, if the health check-up was carried out before the start of the employment relationship. The reimbursement must be requested within 10 working days after the health check-up by submitting an application to the Agency.
  1. Customers working in subsidised jobs may qualify for financial reimbursement of transport and accommodation costs for the first four months of their employment by participating in the support measure “Support for regional mobility within active employment measures”.
  2. Conditions for receiving the financial reimbursement:
    • The place of work is at least 15 km from the declared place of residence (excluding Riga) and the customer has been declared at the specified place of residence for at least six months or has changed the declared place of residence during that period, but both the new and the previous place of residence are in the administrative territory of the same municipality, unless the place of residence in question is the first declared place of residence of the customer in Latvia. The exception for Riga does not apply if the customer’s declared place of residence is outside Riga;
    • The customer has normal working hours and the customer’s wage is at least the national minimum monthly wage but not more than two national minimum monthly wages;
    • Financial aid is requested within 10 working days from the date of commencement of the employment relationship.
  3. How does a customer receive financial reimbursement under the Measure?
    • Submit an Application with a Certificate for financial compensation within 10 working days from the date of conclusion of the employment contract
    • Transport reimbursement is granted if the distance from the customer’s declared place of residence to the place of work does not exceed 110 km, otherwise it is necessary to apply for reimbursement of the costs of renting accommodation or living in a dormitory.
    • After the Decision is taken (the Decision is taken within three working days after the receipt of the Application), the SEA branch will contact you to inform you about the Decision taken for granting the financial reimbursement and further actions.
  4. The financial reimbursement to be granted will not exceed EUR 200 to cover the costs of renting accommodation and transport, according to the number of working days in a given month, up to a maximum of EUR 10 per day. The financial reimbursement will be paid by transfer to the customer’s bank account.
