The State Employment Agency (SEA) organises training (lifelong learning) for people at risk of unemployment using the voucher method
The aim of the training is to promote continuous development of knowledge and skills of people at risk of unemployment, increasing their competitiveness on the labour market.
The social and professional basic skills (programmes) in which, according to the labour market demand and the forecasts of the development of the economic sectors, training of persons at risk of unemployment is necessary, shall be determined by a commission established by the Minister of Welfare. The training includes involvement of people at risk of unemployment:
A person may have no more than one application registered for an educational programme.
A person shall be enrolled in an educational programme if he/she has not previously completed non-formal education, vehicle and tractor driver training, a study module or a course of study at a higher education institution or has completed it 12 months or earlier before being enrolled in an educational programme for the first time.
A person may be involved in non-formal education, vehicle and tractor driver programmes for a total of no more than six times in a two-year period.
A person may be re-engaged in a driver education programme no earlier than two years after his/her previous participation in a driver education programme if he/she has obtained a licence to drive a vehicle or to drive a tractor.
The person is not re-enrolled in the same education programme, unless the previously started education programme has been interrupted.
A person may be re-enrolled once a year in a non-formal education programme for learning the official language at the same level if he/she has not passed the official language proficiency test examination for that level at the National Centre for Education.
If a person has already obtained an official language certificate at a certain level, he/she is enrolled in a non-formal education programme for the next level of the official language programme.
